    The new reading space built in the countryside is an important medium for rural revitalization and integrated development of culture and tourism, and its development faces the following dilemmas. At first, national cultural policies for rural areas lack clarity, and local government support is relatively weak. Secondly, rural reading services primarily target the elderly and children, which results in low facility usage. Thirdly, rural areas have relatively low population density, limited commercial potential, and therefore, minimal interest from social forces, especially businesses, to participate in construction and operation. Fourthly, in some regions, there is an overemphasis on superficial "check-ins" while neglecting the core mission of providing reading services. To vigorously promote the development of new rural reading space, several actions can be taken: first, the construction and operation of new reading spaces in villages should be included in the local government service catalog; second, new reading spaces in villages should be included in the system of main branch libraries and be upgraded to be managed by the main libraries; third, the application of science and technology should be strengthened to enhance the efficiency of services; fourth, a volunteer service system should be set up such as reading promoters and reading clubs, so as to promote the direct access of high-quality reading resources to villages; fifth, to give full play to the role of the platform of the new reading space in the countryside and gather resources from all sides; sixth, to pay attention to the construction of child-friendly content; seventh, to establish a diversified funding and guarantee mechanism to ensure the sustainable development of new rural reading space.

    Traditional public cultural spaces cannot fully meet the people's growing needs for a better life, and the need for "small and beautiful" new public cultural spaces is more urgent. However, the construction of new public cultural spaces in many cities is still in the initial stage, and they cannot be effectively embedded in urban communities, resulting in low utilization rates. The article draws on embeddedness theory, combines the theoretical characteristics of spatial triplicity, and constructs a dimensional framework of "functional embedding-relational embedding-scenario embedding" from the dimensions of scenario integration, relational synergy, demand adaptability, and sense of cultural identity to examine the relationship between space and urban environment, social relations, and public demand. In addition, it takes Zhengpin Bookstore in Zhengzhou City as a case study, analyzes its construction experience and practical difficulties as a new public cultural space, and tries to put forward a practical path of new public cultural spaces effectively embedded in urban communities.

    Library space reconstruction is a hot topic in the library circle. How to integrate new services into new space is also a problem to be considered. The foundation of space reconstruction lies in the reshaping of library service format. Different libraries have differences in collection resources, historical development, regional geographical factors and so on. Therefore, the space reconstruction plan should be determined according to its own functional positioning and development goals. Through the analysis and comparison of two old library renovation cases, the surface and inner relationship and interaction of space reconstruction and format reshaping are discussed. Space reconstruction provides material basis for format reshaping, and format reshaping guides the direction of space reconstruction.

    There are various types of reading promotion in libraries, and there are differences in the concepts and abilities of the activity subjects, which lead to the diversification of the value orientation of reading promotion. Library science should have a clear position on the basic principles of reading promotion and establish service goals derived from the basic principles of reading promotion. The article categorizes the goals of reading promotion in libraries into five levels from bottom to top: reading promotion for public satisfaction, reading promotion for sustainable development, reading promotion for reading and learning, reading promotion for inclusive services, and reading promotion for social justice, and discusses the evaluation of objectives at different levels.

    Under the background of cultural and tourism integration, the service chain and value chain of public reading space have been further extended and expanded, which is of great significance to the construction of new cultural and tourism space and the promotion of high-quality development of cultural and tourism industries. As a theoretical paradigm of social space dialectics, the theory of space production provides a new perspective for the study of public reading space. Based on the theory of space production, the article analyzes and explores the logic of space production through the current development of cultural and tourism integration in public reading space from three dimensions: spatial practice, spatial representation, and space of representation, and puts forward the development paths of exploring diversified spatial expressions, constructing a multiple discourse system, and promoting multi-dimensional value interpretation.

    The modernization of university libraries should not only adapt to the development of modern information technology, but also to the development of disciplines and majors. The Guttman Library of Harvard University is a world-class professional library of education. The experience of its modernization reconstruction mainly includes: updating facilities and equipment in time, and constantly transforming the physical space of the library according to the needs of professional learning and professional construction; the library is constructed by the professional school, and the innovative professional learning is organized under the leadership of the subject experts; the library is not only the center of knowledge but also the center of social interaction between teachers and students. Learners form a sense of place to the library through social activities, thus enhancing the sense of belonging and professional identity of the school. Chinese universities can learn from the experience of the construction of the professional school library of Harvard University, and build the conditional professional reference room into a professional school library, so as to promote the library to play a more active role in teaching and scientific research and discipline construction.

    The equalization of urban and rural public cultural services is one of the key paths to achieve the common prosperity of urban and rural spiritual life and the revitalization of rural culture. At present, the equalization of urban and rural public cultural services in our country is faced with the problems of polarization of urban and rural public cultural service supply, rural public cultural service models are in urgent need of innovation, and urban and rural public cultural service systems lack public value. With the help of growth pole theory, innovation theory and public value theory, this article constructs a theoretical framework of digital intelligent technology boosting the equalization of urban and rural public cultural services, and analyzes the innovative practices related to the equalization of urban and rural public cultural services in Zhejiang Province with the help of digital intelligent technology. Accordingly, three kinds of major action logic are proposed: first, to improve the integration mechanism and break through the institutional barriers to the development of digital intelligent technology in rural areas; second, to innovate the cultural industry and promote the supply innovation of urban and rural public cultural services through the digitization of the cultural industry; and third, to promote the co-creation of values and reshape the value base of rural public cultural services through cooperative production.

    Speeding up the construction and application of new quality productive forces is necessary to realize the development of higher quality rural public culture and accelerate the revitalization of rural culture. New quality productive forces are both necessary and possible for promoting the high-quality development of rural public culture, so it is necessary to grasp the intrinsic connection between the two scientifically. However, the high-quality development of rural public culture faces the following practical challenges: the public cultural content is not grounded, the structure of the supply and demand of cultural services is imbalanced; the main body of cultural product supply is single, the endogenous power of independent supply of culture is insufficient; the embedding of culture is difficult to effectively take root, the sense of participation of the main body of culture is weakening; the multiplier effect of cultural potential is weak, and it is difficult to release the kinetic energy of cultural innovation effectively. Therefore, under the strategic drive of new quality productivity, China urgently needs to innovate the content of rural culture, enhance the quality of rural public culture and high-quality development of service quality; cultivate the new quality of labor and cultural talents, stimulate the participation of rural public culture and high-quality development of the driving force; innovate the new quality of cultural mechanism construction, enhance the rural public culture and high-quality development of sustained kinetic force; promote the new quality of cultural and scientific and technological integration, speed up the new cultural industry to help the realization of high-quality performance.

    Under the strategic background of comprehensively promoting the high-quality development of public cultural services, it is important to comprehensively improve the efficiency of public cultural services. Based on 15 typical cases of high-quality development of public reading services in China, this paper constructs a basic analysis framework of "value-institution- technology" to improve the efficiency of public cultural services. In the value dimension, the value rationality of public value ensures that the public reading service supply follows the people-centered performance production concept. In the institutional dimension, through institutional rationality, the relevant subjects can ensure the orderly, continuous and coordinated supply of public reading services needed by the people. In the technical dimension, we can promote the quality and efficiency of public reading services through the technical rationality, so as to meet the diversified reading needs of people. In the future practice, we should be specific to each dimension, increase reform measures and improve the construction of institutions and mechanisms, and then promote the high-quality development and efficiency of public cultural services.

    This study uses a questionnaire survey method to measure the level of job satisfaction of public librarians in China, and to analyze the demographic characteristics, occupational situations, environmental factors, and the relationship between subjective well-being and job satisfaction of public librarians. It was found that personal characteristics such as gender, age, and educational background, occupational characteristics such as position, title, years in the library, and experience in the profession, and subjective well-being significantly affect the job satisfaction of public librarians.

    University libraries and smart service platforms should process readers' original data and personal information into data products, but there is a security risk of damaging the usability and reliability of the products. Based on the strong correlation between data security, service efficiency and readers' innovation in the digital ecosystem, libraries should apply the theory of collaborative governance, play the role of key nodes in library smart services, and empower readers' innovation to improve their value perception and participation in services. Through the synergy of decision-making, management, and service, libraries can strengthen readers' informed consent in data security governance, thus prompting readers to make use of the products and innovations; draw on the experience of platforms to improve the efficiency of product supply, thus optimizing the conditions for innovation; and participate in the supervision of platforms to assist them in expanding their rationality, thus reducing the security risk and enhancing the effect of innovation.

    Under the open science environment, the collaborative innovation of university libraries and think tanks will help to give full play to the social service function of university libraries and improve their subject information service level, meet the needs of think tank construction, realize the transformation of subject information analysis ability to support the research ability of think tanks, truly serve the national strategy and university discipline development, and improve the quality and influence of research achievements of new think tanks with Chinese characteristics. Taking 10 typical cases of collaborative innovation between domestic and foreign university libraries and think tanks, including Peking University Library, as samples, using literature research, network survey, and case analysis methods, this study explores modes and specific implementation paths of collaborative innovation between university libraries and think tanks. In the open science environment, this paper discusses the collaborative innovation between university libraries and think tanks, and tries to establish a collaborative innovation development model which is open and safe, collaborative and sharing, cooperative and win-win, so as to provide reference for promoting the implementation of collaborative innovation between library and information institutions and think tanks.

    The article analyzes the texts of cultural digitization strategies at home and abroad, constructs a model of public cultural talent demand, and proposes talent cultivation strategies from the perspective of matching supply and demand. The article investigates and selects the texts of cultural digitization strategies of eight countries (organizations), and uses the grounded analysis method to code the contents of the texts related to the cultivation of public cultural talents, forming a public cultural talent demand model of "subject-means-objective". Based on the model of demand for public cultural talents and the theory of supply and demand matching, China can make efforts to promote the cultivation of public cultural talents in four aspects, namely, perfecting communication platforms and cultural digitization, improving the professional skills and service standards of talents, guaranteeing the accessibility of the cultivation process of talents, and matching the needs of talents in terms of their personal development and the development of society.

    The development focus of urban libraries in China is undergoing a change from resource services to spatial scene construction. The public's perception and evaluation of the new library as a "tourism destination" and its image generation have expanded the user-centered evaluation system of library performance and effectiveness. Taking the East Library of Shanghai Library as an example, this paper used a mixture of word frequency analysis to identify the physical image and attached image of the new library, excavated the dimension of the spatial image of the new library, analyzed the user's emotional tendency by using the sentiment analysis method to analyze the construction effect of the new library space from the user's perspective, and used the grounded theory to mine the user's online travel review text, and constructed a spatial image perception model of the new urban library from the user's perspective. As an important cultural and tourism destination, there is still room for improvement in the user identity level of the new library, its social image still needs to be constructed and improved, and the perception of the new library users still needs to be continuously strengthened, so it is necessary to improve the overall design of the new library building, stimulate the experiential atmosphere of the new library space and enhance the cultural connotation of the new library scene.

    Grass-roots libraries in the United Kingdom include community libraries, rural libraries, township libraries, mobile libraries and so on. Sorting out the characteristics of the experience of building grass-roots libraries in the UK can provide a reference for the grass-roots library business in China. The article adopts the network survey method and the literature analysis method to sort out the development history, the system of laws, regulations and standards, and the current development status of grass-roots libraries in the UK, and summarizes the important initiatives adopted in the construction of grass-roots libraries, such as signposting, integrating into the community, assessing the needs, management innovation, business support, and training tools. The grass-roots library business in the UK presents the following empirical features: granting grass-roots libraries more than sufficient autonomy, designing a community-centred model of management and service delivery, forming a national working group to respond to and solve problems, and establishing a system of governance and oversight for libraries.

    The article analyzes the progress and successful experience of small libraries construction in South Korea in order to provide reference for the construction of grass-roots libraries in China. It sorts out the laws and regulations of small libraries, presents the development status of small libraries, and analyzes the three bright measures of small libraries: the private commissioning operation mode, the itinerant librarian program, and the professional training of operation personnel.     The article examines the construction of basic libraries in Japan, aiming to provide reference for the construction of grass-roots libraries in China. First, it examines the regulations and policies related to the development of grass- roots libraries in Japan, which clearly define the position of Japanese grass-roots libraries as “front-line libraries” and stipulate the criteria for the establishment of grass-roots libraries and their operational tasks. Second, it surveys the number of libraries, full-time staff, and funding for grass-roots libraries in Japan since 2000, and examines special initiatives related to the development of grass- roots libraries, including Japan's designated manager system, hometown tax, lifelong learning system, services for the elderly, and the promotion of reading for minors. Finally, it points out that the development of grass-roots libraries in Japan has the following implications for China: establish sound regulations and policies to clarify the positioning, tasks and standards of grass-roots libraries; explore socialized operations appropriately to maintain publicity and professionalism; and give full play to their social and educational functions to meet the needs of the community and the residents.

    Volunteers empower digital literacy education in public libraries, promote innovation in library social education functions, and provide reference and inspiration for the creative development and innovative transformation of digital literacy education in public libraries. The article summarizes the digital literacy education in public libraries as a whole, integrates the people-oriented service concept of public libraries and the characteristics of volunteers and their development, analyzes the mechanism of volunteers empowering digital literacy education in public libraries, and reconstructs volunteer service scenarios for digital literacy education in public libraries from four levels: demand clarification, team building, teaching support, and scenario collaboration. It reveals the operational mode of volunteer empowerment of digital literacy education in public libraries. Based on this, it is suggested that public libraries innovate and strengthen digital literacy education in terms of adaptation, brand, resources, etc., improve the effectiveness of digital literacy education in communities, and promote residents to share the "digital dividend".

    From the perspective of information ecology, the article explores the components of the information ecosystem of digital special collections in university libraries and their interrelationships, constructs an information ecosystem model of digital special collections in university libraries, and takes the Bodleian Library of the University of Oxford as the object of empirical research to test the usability of the model in the construction and service of digital special collections in college libraries. The study shows that digital special collections information, digital special collections information people and digital special collections information internal and external environment can constitute a complete university library digital special collections information ecosystem. In the process of construction, we should plan the layout at the overall level, give full play to the main role of human beings, strengthen the collection and integration of information resources, and enhance the coordination of the information environment, so as to realize the high-quality development of digital special collections.

    For the development of grass-roots libraries in China, it is of great significance to refer to and learn from the world's pioneering experience, however, compared with city libraries and large libraries, grass-roots libraries face some special obstacles in absorbing the world experience. This article systematically reviews the research on global grass-roots library experiences within China's library community, examines the impact of these international experiences on local developments. In this regard, the article points out that in order to better introduce the world experience and promote the high-quality development of grass-roots libraries in China, it is necessary to take into account: the actual needs of the grass-roots level in China, an in-depth understanding of the background of the experience of other countries, the promotion of the professionalization of grass-roots libraries, and the establishment of the long-termism of the library.

    Germany has a well-developed library system, and its grass-roots library plays an important role in the German library service system, which provides information and cultural services for almost half of the German population. By using the network research method and literature analysis method, this paper makes research on German grass-roots libraries, and summarizes the construction path of German grass-roots libraries in terms of legal support, professional guidance, assisting grass-roots libraries, and rewarding the good examples.
